if u want to stay on the Kowloon side, near MTR (subway) stations, can try Eaton or Nathan Hotel near Jordan (abt 5 mins from the stn). Eaton just finished their renovation and should be in your budget. the Holiday Inn near Tsim Sha Tsui MTR is ok, but kinda old; there are some hotels near Mongkok & Prince Edward MTR, those are a bit older but very convenient. YMCA International is good too but old & runned down; it’s located near Yau Ma Tei MTR>
can check out www.asiarooms.com for rate info & hotel info.

I stayed at BP International you can book rooms on line. It is modern hotel in Kowloon. Take fast train from airport to transfer bus to hotel.
Fast travel. It was cheaper than your limit.
